
Councillor Mzimkhulu Thebolla
Councillor Mzimkhulu Meshack Thebolla, born on 29 September 1968 in Matatiele and raised in the rural village of Dikamoreng, is the current Mayor of Msunduzi Municipality. Since assuming office in 2019, he has also served as Chairperson of both the Executive Committee and the Financial Services Portfolio Committee. With over two decades of experience in municipal governance, youth development, and community upliftment, Mayor Thebolla brings deep expertise and a steadfast commitment to public service.
Headquartered in Pietermaritzburg—the capital of KwaZulu-Natal—Msunduzi Municipality is a strategic urban centre within the uMgungundlovu District. Known as the “City of Choice,” Msunduzi serves as a hub for governance, education, and economic activity in the province’s inland region. Under Mayor Thebolla’s leadership, the municipality has pursued a vision of inclusive development, community empowerment, and institutional reform.
A strong advocate for economic development and investment promotion, Mayor Thebolla has led initiatives to boost business retention and expansion, attract domestic and international investment, and support the growth of small, medium, and micro enterprises (SMMEs). His administration promotes a business-friendly environment through public-private partnerships, spatial planning, urban regeneration, and infrastructure investment.
Mayor Thebolla is academically accomplished and values continuous professional development. He is currently pursuing a Postgraduate Diploma in Public Administration at the University of the Witwatersrand. He holds a Master of Commerce in Economic Governance (School of Government) and a Bachelor of Public Administration Honours from Mancosa. His professional training includes:

Mayor Thebolla previously served as a Councillor from 2001 to 2011, during which he represented Msunduzi at the uMgungundlovu District Municipality and chaired the Human Resources and Sound Governance Portfolio Committee. His current term as Mayor is focused on institutional stability, improved service delivery, and social transformation.
Politically, Mayor Thebolla is the Regional Chairperson of the African National Congress (ANC) in the Moses Mabhida Region, reflecting his deep ties to grassroots leadership and his long-standing commitment to the principles of unity, social justice, and inclusive development.
Fluent in English, isiZulu, Sotho, and Xhosa, he is a multilingual and approachable leader. Outside of his public duties, he enjoys reading, soccer, and fishing. Mayor Thebolla remains committed to ethical governance, servant leadership, and advancing a people-centred agenda.
